The position of emergency manager varies widely across the Nation, in terms of organizational framework, scope of the position, and staffing.  The coordination of an emergency response is by far the most visible part of an emergency manager’s job; however, it is really only one small part of the daily responsibilities of job.  The majority of time for the emergency manager is spent addressing routine/nonemergency requirements.  Explain some of the routine/nonemergency (pre-incident) activities emergency managers must address and the value of each function.
